The Federal Bureau of Investigation (FBI) has apprehended Elaine Angene Escoe, a wanted U.S. fraud suspect accused of illegally obtaining more than $32 million in federal COVID-19 relief funds before fleeing to Jamaica.
The FBI announced on Saturday that Ms Escoe had been arrested in Jamaica and brought back to the United States, where she is expected to face prosecution over the alleged financial crimes.
“Our special agents return with the most wanted fraudster, Elaine Angene Escoe, from Jamaica. This is another example of the FBI’s determination to ensure financial fraudsters are brought to justice,” the agency said in a statement.
According to the FBI, Ms Escoe escaped to Jamaica after allegedly taking part in a scheme involving wire fraud and money laundering to fraudulently access millions of dollars meant for COVID-19 relief programmes.
Authorities said she was arrested by Jamaican officials following information provided through a tip.
A federal arrest warrant was issued against Ms Escoe on May 22, 2025, by the U.S. District Court for the Southern District of Florida. However, she reportedly failed to appear for her scheduled court hearing on June 5, 2025.
Acting U.S. Attorney General Todd Blanche said the suspect allegedly deprived legitimate businesses of vital financial support during a national emergency.
“This most wanted fraudster allegedly obtained tens of millions in COVID-19 relief, stealing critical resources from legitimate businesses during a national crisis,” Blanche said.
He added that fleeing the country did not prevent her from facing justice, warning that individuals who misuse taxpayer-funded programmes would be held accountable regardless of where they attempt to hide.
The FBI described Escoe’s capture as another demonstration of its commitment to pursuing individuals accused of large-scale financial fraud.
